Anti-Restaurant Photography Bill Proposed for Georgia

Apparently, due the many films being made in Georgia, we will join the ranks of California, Nevada and Vancouver in banning the use of cameras used in restaurants.  Apparently some have been used for nefarious celeb stalking. There is an allowance for photographs taken by restaurant staff to record engagements, birthdays and the like.

I haven't heard of this.  A restaurant can choose to prohibit photography, so why is a law needed?  Is the problem that the paparazzi whip out their cameras, snap a pic and are gone out the door before a restaurant can do anything?  If so, what is the restaurant going to do if that happens--call 911?  I can imagine the police have better things to do than chase photographers down the street.  Would they really enforce the law against someone snapping a pic of their plate of food?

Ha!  I spent all day yesterday in the car on the way home from a trip and didn't even realize it was April 1st.
