You make money on selling what people want. I'm willing to bet fresh food is or has been made readily accessible in the "fast food" areas and it didn't sell. I know I worked in a small family grocery in college and in a low income part of town and no one wanted anything fresh. The owners would end up throwing out fruits and vegs, but learned to stock up on shrimp and crab the day after the food stamps arrived in the mail.  ::)

Fast food restaurants are now taking EBT cards. Crazy. If we would overhaul the food stamp program and have it mirror WIC more, I think you'd see an increase in fresh food consumption. 2cents
